If I switch to a used ps3 harddrive and there is downloaded games on it, will i be able to access and play them?

Most likely not. If it is the exact same model of PS3 you might. It will probably prompt you to do an OS reinstall when you install the new HDD. I’m not 100% certain of this, so I could be wrong. Good luck!
