Connect iPhone to Wall Charger and Reset until it responds. This means connect to Wall Charger and hold both home and power buttons until it responds, sometimes you have to keep holding both buttons for 20 seconds while connected to power.
No damage, water or otherwise. Have it on wall charger and have tried force starting several times. only brings up iTunes logo and the lightning cord.
