My phone is disable and it says connect to iTunes but when I do connect it nothing happens but my phone will charge with the wall plug. I tried another iPhone on the computer and it charges it.
Have you placed the phone in DFU mode?
You need to restore the phone using iTunes or 3UTools there’s no way to get data off a disabled iPhone how to do it is shown here: https://support.apple.com/en-au/HT204306
