Why Won T My Friend S Switch Register Inputs To The Right Nintendo Switch

My friend’s Nintendo switch will not register inputs by moving right on the left stick. He bought a new Joycon but it still doesn’t register the inputs. Is this a coincidental JoyCon problem or an issue with the switch? This happens on wireless or handheld.
