A bad, failing, or inadequate power supply often causes this issue. If the hard drive is not getting enough power during the first time the computer starts, it cannot spin the hard drive platters fast enough to start the computer. However, if you restart the computer a few times, because the platters are already spinning, it can sometimes boot. Regards, Rachel Gomez
